Orlando C. Artze is the Executive Vice President and Chief Operating Officer for Community Housing Partners (CHP), a 35-year old nonprofit community development organization that promotes and preserves affordable housing in the Southeast. He joined CHP in April 2006 and oversees the organization’s lines of business engaged in housing production including real estate development, property management, construction, architecture, energy services and homeownership. Before joining CHP, Orlando was the Vice President of the Southeast Region for the Local Initiatives Support Corporation (LISC). Orlando is also the current President of the Virginia Housing Coalition and a member of the Board of Trustees of the Richmond Redevelopment and Housing Authority.

J.G. Carter is an Executive Vice President and Correspondent Division Manager for SunTrust Mortgage Inc. He is responsible for all aspects of the Correspondent Lending Division, serves on the Mortgage Management Committee, and works closely with the Risk Management Division to minimize SunTrust’s exposure to interest rate risk. A member of the Mortgage Bankers Association of America, J.G. is past Chairman of both the association’s Residential Loan Production Committee and the Wholesalers Subcommittee and currently serves on the organization’s Residential Board of Governors. He is a past President of the Virginia Mortgage Lenders Association and continues to serve as a member of the association’s Board of Directors.

ConnieChamberlin is President and Chief Executive Officer of Housing Opportunities Made Equal of Virginia (HOME) in Richmond, Virginia, a position she has held for more than twenty-one years. As President of HOME, she leads an agency nationally recognized for the quality of its housing counseling and fair housing work, and its role in increasing housing choice and improving communities. In 2006, HOME received an award for Best Housing Organization in the state from Virginia’s Governor. That same year Connie received the Richmond History Maker award for promoting social justice and was appointed by the Governor to serve on Virginia’s Foreclosure Task Force.

Ellen Davis was appointed State Director of Rural Development in 2006 and reappointed in 2009. An agency of the United States Department of Agriculture, Rural Development forges partnership with rural communities and helps provide funding for housing, community facilities, rural businesses, utilities and other services to improve the quality of life and economic opportunity in these communities. Ms. Davis was born in North Carolina and attended the University of North Carolina in Chapel Hill. In 1996, she established a consulting company focusing on agricultural and small business issues. Until 2006, she served as Executive Director of the Virginia Small Grains and Corn Growers Associations and as an ex officio member of the Small Grains and Corn Checkoff Boards. Her company worked with many companies and nonprofit organizations in the areas of board development, corporate restructuring and strategic planning. She is frequently asked to speak to on these topics to both companies and professional associations.

Susan F. Dewey has served as the Executive Director of the Virginia Housing Development Authority (VHDA) since 1999. Prior to this, Susan served for three years as a VHDA Commissioner. Susan directs all operations of VHDA, a $9 billion independent, self-supporting authority that is responsible for addressing the statewide housing affordability needs of low and moderate-income Virginians. VHDA provides a variety of rental and homeownership lending programs, and free homeownership education. VHDA also administers the federal Low Income Housing Tax Credit Program and a statewide Housing Choice Voucher Program.

Conrad Egan is currently the Cochairman of the Fairfax County Affordable Housing Advisory Committee and serves on the Governing Board of the County's program to prevent and eliminate homelessness. He also serves on Governor McDonnell's Housing Policy Group. He is the immediate past president and CEO of the National Housing Conference. During 2001 and 2002, Conrad served as executive director of the Millennial Housing Commission, established by the United States Congress to recommend ways to better support good housing for all Americans. His involvement in community development and housing dates back to 1965 when he worked on local housing activities in Detroit, Michigan. In 1969, Conrad joined the staff of the U.S. Department of Housing and Urban Development serving in a variety of headquarters and field assignments. From 1986 to1993, Conrad was executive vice president of NHP Inc., at the time one of the nation's largest multifamily property owners and managers of affordable rental homes. He served for eight years as a commissioner for the Fairfax County, Virginia, Redevelopment and Housing Authority (FCRHA), and as chairman of the FCRHA for six of those years.

Charlie Famuliner is currently the Director of Multifamily Housing at the U.S. Department of Housing and Urban Development. He began his career at the U.S. Department of Housing and Urban Development as a Director in the Housing Development sector in 1991. His past experience includes 14 years in Mortgage Banking, 6 years in Apartment Development, and 20 years in Public Service Housing. Charlie was in the U.S. Navy from 1965 until 1969.

Andrew M. Friedman is the Director of the Virginia Beach Department of Housing and Neighborhood Preservation. He has served as the Director since 1993 creating quality solutions that expand housing opportunities and promote vibrant well maintained neighborhoods. Andrew is responsible for the administration and coordination of city-wide housing rehabilitation programs, 1,900 housing vouchers, the City-wide homeless continuum of care, the workforce housing program, and the neighborhood preservation program. He has previously served on the board of Virginia Housing Coalition and as a board member and President of the Virginia Association of Housing and Community Development Officials.

Basil I. Gooden is the Principal Deputy Director of the Virginia Department of Housing and Community Development. In this position, he is primarily responsible for assisting in the daily management and policy oversight of this state agency with an annual budget of more than $100 million and 100 employees. Additionally, he serves a coordinator of the annual Governor’s Housing Conference and leads the fundraising efforts for the event. Basil received a B.A. in Political Science from Virginia Tech and holds a Master of Social Work (MSW) from Syracuse University. Additionally, he is a graduate of the University of North Carolina at Chapel Hill where he received a Master of Public Health (MPH) and a Ph.D. in 1998.

Kit Hale is the general manager and managing broker of MKB, REALTORS; a group of 130 agent firms specializing primarily in residential real estate sales. He has been in the real estate business since 1991. Kit served as President of the Virginia Association of REALTORS in 2006 and received the Virginia Association of REALTORS’ REALTOR of the Year in 2007. That same year Kit also received the Virginia Housing Coalition Outstanding Achievement Award. Kit currently serves on the National Association of REALTORS Board of Directors, the Virginia Housing Development Authority Board of Commissioners, as well as with many other REALTOR organizations at the local, state, and national level.

Sylvia Hallock began a second career in affordable housing in 1991 as the first executive director of the South Hampton Roads Habitat for Humanity affiliate. During her tenure the affiliate was among the top 2% in production in the nation. In 2002, Sylvia began working to form a state support organization for Habitat for Humanity International and became the first executive director of Habitat for Humanity Virginia when it was chartered in 2005. She retired from that position in December 2008. However she continues as a consultant and manager of special award winning projects in green and accessible building, including the 2009 Governor’s Housing Award for “Best Affordable Housing Energy Conservation Effort.”

Michelle Krocker is a community development and public policy consultant based in Reston, VA, whose work assists nonprofit organizations and local governments on housing and land use policies. She also serves as the Executive Director of the Northern Virginia Affordable Housing Alliance, a regional coalition dedicated to the creation of successful communities through affordable housing education and advocacy. The Alliance supports public policies that promote the preservation and new construction of affordable housing choices throughout Northern Virginia for households of all incomes. Michelle also serves as Chair of the Housing Advisory Board to the Loudoun County Board of Supervisors as well as sitting on the Steering Committee of the United Way National Capital Area Community Impact Initiative on Affordable Housing.

Laura Dillard Lafayette is the Chief Executive Officer of the Richmond Association of REALTORS® and the Central Virginia Regional Multiple Listing Service—two organizations that serve the over 5,000 REALTORS® in the Central Virginia area. In that capacity, she oversees a staff of twenty-seven and two annual operating budgets of over $4 million each. Laura also serves as the Executive Director of the Partnership for Housing Affordability, a non-profit dedicated to ensuring that an adequate and diverse supply of affordable housing is a public policy priority in the Richmond metropolitan area. In the broader community, Laura sits on the Executive Committee and Board of Directors of Richmond Metropolitan Habitat for Humanity, the Local Advisory Committee of Virginia LISC, and the Board of Directors of the Better Housing Coalition.

Steve Lawson is a third -generation builder and developer who in 1993 joined the Lawson Companies, a single and multi-family builder, developer, and manager based in the Hampton Roads region of Virginia. For more than thirty-five years, the company has been active in the financing, development, and management of single and multi-family housing, serving affordable and luxury clients with consistently excellent service and value. As President of The Lawson Companies, Steve oversees a portfolio of five thousand apartments, more than forty limited partnerships, and $15 million in annual construction and development.

Toni Ostrowski is currently a member of VHDA’s REACH Team. She assists in VHDA’s community lending and relationship building initiatives by developing strategies to finance affordable housing in response to identified housing needs, designing new loan products, forming partnerships with community leaders, and developing and coordinating training and education for customers. As a Senior Community Housing Officer, Toni has over 25 years experience in affordable housing finance including mortgage loan originations, real estate appraisal and mortgage underwriting. She is actively involved in the Virginia Mortgage Lenders Association where she received the Alex McCrone Member of the Year award in 2002 and served as president in 2004.

Ralph M. Perrey, a Senior Business Developer at Fannie Mae has been responsible for Fannie Mae's community development and public entity investment in 11 states, including Virginia. He remains on point for the company's work in Appalachian communities. In addition to Housing Virginia, he serves on the board of directors of the Federation of Appalachian Housing Enterprises and Community Works in West Virginia Inc. He is a Summa Cum Laude graduate of Frostburg (MD) State University.
